Facility & Safety Health & Environment (SHE) Manager

Facilities Manager will report to the Facilities Lead and is responsible for providing support to ensure facilities services are provided in an effective and efficient manner, as well as being the initial point of contact for the Facilities department. This person must also always demonstrate a high level of security awareness and have knowledge of emergency evacuation procedures and Health & Safety.

Roles & Responsibilities:

  • Ensure the delivery of Facilities Management services to a high standard.  Identifying opportunities that will continuously improve all aspects of FM operations
  • To be responsible for all external contractors in facility daily, Cleaning, Maintenance, Catering, Plant Maintenance and Pest Control ensuring all SLA’s and KPI’s are maintained.
  • Assisting the Facilities department with office moves and other general ad hoc projects.
  • Support and assist the Facilities Lead and the team with administration requirements.
  • Liaise with service providers and contractors to ensure regular activities are undertaken e.g., recycling, courier services.
  • Manage contractors, contracts and suppliers as directed to ensure service delivery.
  • General health and safety duties including risk assessments, contractor monitoring and other statutory and not statutory site requirements.
  • Operational and staff management responsibility.
  • Interface with suppliers and landlords agents to deliver results against established KPI’s & issue resolution.
  • Budget management.
  • Ensure statutory compliance for the facility.
  • Managing performance of in-house and out-sourced services to agreed service levels.
  • Managing minor repair, retrofits and refurbishments.
  • Contribution to the delivery of facility related capital investment projects including M&E, control and security systems.
  • Quality and performance management of all services provided by the IFM vendor
  • Responsible for the coordination of emergency procedures.
  • Manage relationships with key stakeholders, through regular communication and formal review meetings.

For Safety, Health and Environment roles and responsibilities :

Work with the management in establishing strategy, influencing stakeholders and driving engagement through the site to deliver successful implementation of SHE programs/framework throughout the company.

Responsible for definition and deployment of AstraZeneca global SHE programs/framework across all AZPIL facilities to ensure full EHS compliance and continual improvement in all area

Carry out assessment of current SHE programs and framework of AZPIL facilities.

Carryout gap assessment of current practices against AZ SHE global framework and OneSHE global programs

Bridge identified gaps by defining and deploying required SHE programs, processes and procedure in all AZPIL facilities.

Definition and assimilation of procedures, methods and tools to effectively deploy the SHE management system.

Define SHE policies, processes and procedures for AZPIL based on changes to AZ global SHE framework. Such policies and procedures should align to the global SHE framework and OneSHE programs of AstraZeneca.

Ensure the SHE management system is cascaded to all the employees of AZPIL through different mediums on periodic basis.

Build strong culture across all AZPIL facilities on SHE compliance. Focus on the culture that defines SHE compliance as an overriding expectation for which everyone will be held accountable.

Account for local and national SHE regulatory guidelines and ensure AZPIL sites comply to these regulatory guidelines.

Study all the SHE audits reports.

Work on all the observations raised in the audit to ensure the AZPIL facilities are audit ready for the next internal corporate audit.

 Assessment of the SHE culture and awareness in the site and identify gaps.

Suggest initiatives and interventions (including training) to embed a SHE culture amongst employees.

Leveraging external best practices to elevate the existing process and controls in SHE management.

Develop horizon scanning process to maintain an awareness of industry and relevant external activities which may have an impact on safety strategy including new technology, processes, hazards, organization changes and legislation.

Study the existing initiatives developed for SHE and evaluate its relevancy and effectiveness.

Build the existing initiatives stronger. Develop new initiatives which can achieve strong SHE culture penetration among AZPIL employees. Conduct SHE risk reviews, compliance audits and internal assessment of AZPIL facilities to ensure AZPIL facilities are compliant to AZPIL SHE management systems. Establish framework to capture SHE risks identified in AZPIL facilities.

Create a framework to review site SHE risks.

SHE risks identified are reviewed and preventive mitigation actions are taken on the risks identified as per the hierarchy of safety controls and AZ global risk framework.

Process to be established to ensure there is continuous focus on the site SHE risks and update the site leadership team on SHE risks and the preventive measures taken to mitigate the risk during the monthly governance meetings.

Assess SHE risks whenever there is operational change in the facility. Advice required controls to be maintained to mitigate the SHE risk.

 Ensure the controls are in place through regular assessment of the workplace post the operational change.

Ensure all SHE incidents/Accidents/near Miss are captured. Develop mechanism for easy reporting of SHE incidents by employees.

Work along with respective team to facilitate investigation of the SHE incident and assist the team in arriving Corrective Actions and Preventive actions based on the root cause of the incident.

Create SHE metrics/Dashboard for AZPIL facilities covering all aspects of AZPIL SHE management system.

Create a mechanism to collect all SHE information of AZPIL facilities, analyze the information and report to the AZPIL Leadership team during the monthly governance meeting.

Manage regulatory agency, 3rd party audits, inspections, inquiries, contacts and reporting.    

Monitor developing international, federal, state, and local regulatory requirements and initiatives; analyze potential impacts; provide practical recommendations and risk analysis. Assess the current SHE practices among the third-party vendors and identify   areas that are not aligned to AZPIL SHE management system.

Ensure gaps identified are addressed by third party vendors.

Relevant information pertaining to AZPIL SHE management system are understood and complied by third party vendors deployed at AZPIL facilities.

Work in partnership with senior and site management, Global SHE team to develop and implement strategies, policies, and services to increase employee safety & reduce organization risks. 

 Develop strategies and initiatives around Environment protection to ensure AZ is contributing to the society and at the same time such initiatives align to overall Sustainability goals.

 Ensure required SHE check and tests are carried out in the facility on regular basis to ensure all safety equipment, electrical installations, food consumed, etc are safe inside the facility. 

Draw emergency response plan for the AZPIL facilities, test the plan on regular basis and carry out course correction wherever required. Plan and implement innovative environmental initiatives like water management, in line with AZ’s global initiatives and leveraging current industry practices

ROLE :  - What is expected out of the candidate to perform

The candidate should have deep knowledge on how SHE is managed in a facility especially office facilities.

The candidate should be able to bring in his experience in field to align the site SHE functions to AZ global SHE standards, industry standards and should have the ability to implement the best practices on SHE at the site. This candidate should have good hands on experience in carrying out risk assessment of the facility, third party vendors and derive risks if any out of near misses, incidents and accidents. The candidate should have extensive knowledge on various environment protection programs in the market and look at implementing them in AZPIL The candidate should have updated knowledge on SHE related statutory and regulatory guidelines that are required for the AZPIL site to operate. The candidate should be capable of carrying out SHE audit of the site and should ensure all aspects that would be reviewed in an audit is identified and addressed. The candidate should ensure that the site is audit ready at any time of the year. The candidate should have experience in establishing SHE governance model at the site. The candidate should have experience in handling emergency situations in organization. And this candidate should have ability to develop site specific emergency plans based on various potential emergencies that the organization can face. Develop table top training on these emergencies and ensure the site emergency response team can handle such emergencies.

The Ideal Candidate

Management Experience

  • Sufficient and relevant previous management experience in a corporate facilities management delivery environment as either the client or service provider.
  • Knowledge, understanding and interest in the principles of facilities management.

Managing Relationships

  • Demonstrable experience of interfacing with suppliers and landlords agents to deliver results as measured against established KPI’s or issue resolution.

Finance & Commercial Management

  • Demonstrable experience in controlling costs.
  • Experience and knowledge of the management of purchasing and invoicing processes.
  • Experience of managing facility allotted budgets.

Quality Safety and Environment (QSE)

  • Demonstrable knowledge of existing Health and Safety legislation and Regulations and their applicability to facilities management.
  • Performance Management and Contract Governance
  • Knowledge and capability to report on and analyse performance results, creating and implementing corrective action plans where required.

Qualifications

  • BE/B Tech/M Tech in safety Engineering/ B Sc/Graduate from hotel management institutes.
  • Facilities Management Professional credentials desirable.
  • Good IT skills including Microsoft Office (especially Excel & Power Point)
  • Good understanding of Mechanical and Electrical
  • Strong track record of managing external relationships
  • Lead auditor certification in ISO 14001, have handled internal & external SHE /HSE audits for the MNC/ organization
  • Good oral and written communication skills

PREFERABLE INDUSTRY : IT or Manufacturing or Pharma or any specific , Preferably Pharma
